Federal Regulatory Requirements
of Inspectors
The purpose of this module is to ensure inspectors understand EPA and
the CWA requirements as they complete inspections. Participants will learn about federal inspection regulations
and understand about minimum reporting obligations. Pertinent SWPPP details will be presented and guidelines
formulated so that participants will understand what they must do to meet federal compliance criteria.
Inspector Background
This module covers the background requirements
for an inspector. Participants will learn the importance of an inspector's background and how this
will help with their role in keeping the site in compliance. In addition, participants will see how assessing
past experiences will improve the inspection process. Topics will include information on the erosion and
sediment processes, identifying environmental problems, finding out about soils, vegetation, and hydrology, and understanding
the importance of effective communication and report writing.
Duties
of an Inspector
This module covers the basic duties of an inspector.
Participants will be taught the role and responsibilities of an inspector as they relate to EPA Phase I and Phase II
requirements. The module will include training in processes, documentation, communication, reading SWPPPs
and accompany plans, working with contractors, and the basics of what to look for on a construction site. The
course will review basic “do’s” and “do nots” for inspectors. The module
uses the EPA’s guidance documents as the basis of the training.
Inspecting
Construction Site Best Management Practices
This module will provide the necessary
tools for inspecting BMPs found on land development, vertical/big box construction, and linear projects. Participants
will learn about inspecting sediment and erosion control measures, whether the techniques are functioning in a correct manner,
and will find out about BMP limitations. In addition, this module will provide guidance on inspecting storage
areas where potential pollution problems may occur, assessing whether new BMPs need to be added or existing structures can
be removed, and evaluating impacts associated with inflow waters from offsite areas.
